This session will focus on issues relating to HIB in the educational environment that is motivated by actual or perceived gender, sexual orientation, gender identity, and/or gender expression. Such HIB conduct encompasses sexual harassment, coercion, and assault, as well as gender-based, homophobic, or transphobic insults, intimidation, and verbal or physical harassment of students who may not conform to culturally and traditionally defined gender roles and expectations. In this presentation, recent case law will be reviewed to illustrate how courts have viewed HIB matters that raise issues of gender equality, and recommendations will be offered for handling similar issues as they continue to arise in our schools
The sea changes of this year’s state Workplace Democracy Enhancement Act and the U.S. Supreme Court’s subsequent decision in Janus v. American Federation of State, County and Municipal Employees, have raised practical concerns about school district responsibilities. This session will chart the legal and practical concerns raised by the new law and discuss what has remained constant.
This session will include a discussion of the legal, policy and practical considerations surrounding law enforcement in the schools, including SROs, SLEO IIIs, armed security guards, video surveillance and streaming and the related memorandum of understanding with law enforcement.
School board members and school administrators must be trained on and adhere to the ethical standards in the School Ethics Act and the Code of Ethics for School Board Members. Most regulated professions require ethics training and are subject to a code of ethics. The teaching profession is a notable exception to this general rule, leaving teachers ill-prepared to navigate the ethical conundrums attendant to working with children. This session will discuss how ethics training can help facilitate appropriate boundaries between teachers and students, as well as between staff members.
